The Ministry of Transportation was first established first by Law No. 7 of

The variant flag is a white horizontal 
background with the logo in the middle inside a golder circular fringe reading 
on top "مهورية مصر العربية" (in Arabic, black lettering) and below "Arab 
Republic of
Egypt" (in English, black lettering).
The General Authority for Land and Dry Ports, GALDP, often referred to as 
"Authority" and abbreviated as Land and Dry Ports (LDP) is a government 
organization within the Ministry of Transport first established as General 
Authority of Land Ports by Presidential Decree No. 349 of 1996 (https://manshurat.org/sites/default/files/349_4.pdf). 
It is the government body responsible for establishing and managing land and dry 
ports and logistics centers within Egypt.

There seems to be a flag flown over the Rafah crossing (which would formally 
be then either al-Rafah Land Port or Rafah Logistics Zone, and I'm inclined 
to believe it's the earlier judging from the purpose of its gates in 
additional pictures available online. This flag is a white horizontal 
background with what seems to be then the General Authority for al-Rafah Port 
flag. The flag is a white horizontal background with the logo in the middle
in black lettering, the logo being old logo of the Ministry of Transport.
