The National Penitentiary Administration (Administrația Națională a Penitenciarelor - ANP), known until 16 May 2018 as the Department of Penitentiary Institution (Departamentul Instituţiilor Penitenciare - DiP), is subordinated to the Ministry of Justice.

The flag and arms of the National Penitentiary Administration, approved by
Order No. 123 issued on 18 March 2002 by the Ministry of Justice, were
registered on the Armorial General of the Republic of Moldova by Decision No.
394 issued on 30 September 2015 by the Heraldry National Commission and
published on 14 April 2017 in the official gazette, No. 119-126, Article 788.
The flag is composed of a rectangular (2:3) cloth, dark red, charged in the
center with a white fortress with three towers, the central with a gate closed
by a harrow, surmounted by a yellow auroch's head surrounded by an eight-pointed
star between the horns, by a rose dexter and a contourned crescent sinister, all
in yellow.
The flag is a banner of the Council's arms.
