Navex, Empresa Portuguesa de Navegação, SA (which translates as
Navex, Portuguese Navigation Company) is a navigation agent, dealing locally
with other people’s businesses. This company has a logo that includes
the picture of a flag. It is possible that this picture represents the actual
flag used by the company. The flag in the picture is square, white, with a
light blue and white funnel, charged with a red something that looks vaguely
like a thick sans-serif italic capital "N", and something that
apparently comes out of the funnel. For no particular reason (other than a
hunch), since the source image but clear, I put there the company name.

The company itself has a very low internet profile. I couldn’t find
a webpage or a picture of the logo, all I could find was the name of the
thing in lists of port traffic in a couple of portuary authorities’
sites, and some contact information. Looks like the company has at least two
offices, one in Lisbon (the main office?) and the other one in Setúbal.
On the other hand, the contact info for the Setúbal office includes
obsolete phone numbers, so even this is doubtful. Dispite of that, the
company is active enough to put ads in the paper, and deals with some
foreign companies.
