Tsivilskoe (seat Tsivilsk)

The same flag used to be used for both Tsivilsk and Tsivilsky district. It is yellow, with a green stripe along the base, from which arises a fully leaved and acorned oak tree. It can be seen in use at http://zivil.cap.ru/news/2019/04/03/si-recidivnoj-prestupnosti-s-vzaimod.
