Based on the corporate information kit of the Maritime & Port Authority of
Singapore (MPA)
http://www.mpa.gov.sg/sites/pdf/infokit1.pdf, page 3 shows three flags of
which one belongs to the MPA. It seems to be a monochrome version of their
corporate logo, i.e. elements of the logo (waves and arrows above the texts
"MPA" and "Singapore" on two lines) in white on a plain field. The colour of the
photograph was altered for the photo such that I can't determine if the field is
dark blue or black.
The authority is a statutory board under the Ministry
of Transport, like its aviation counterpart the Civil Aviation Authority of Singapore.
The other flags in the photo include the blue Singapore State Ensign
and an unidentifiable flag.

A photo of the flag at a rest facility operated by the MPA. It looks like a white flag with the full color logo placed on it; my guess is that the logo takes 90% of the hoist area.
