The flag was due to be adopted in late February or early March 2012. Very soon after result and image were pronounced, the link was already dead.

A horizontal tricolor, green-white-blue, with a rope-encircled central emblem showing a yacht by a pier.
The flag was adopted early March, in the regular 5 March 2012 meeting of the Malabar Town Council, to be exact:

Beatty said if you don't do silk screening, and have the US Mail wording removed. Beatty said if it is on a disc it can be put on in a matter of minutes. Not only have a flag for Spring Fest. Beatty would like to see another one made for here. Use new process for silk screening. Beatty said we can scan the seal and he can expand it up. Acquaviva said first they must pick one. Beatty liked #15. McKnight liked #15 but put green bar on top and blue bar on bottom Marisa liked #5 for the 50th anniversary, but for all round town flag liked #15.

with item #12 starting at page 146 of the file. Unfortunately, it appears that at the time the document was created, only 5 proposals had been entered. Of these #5 is indeed especially jubilee oriented.
I must say I disagree with McKnight: They should have had designs that were correctly described and then have chosen from those. For not doing so, they now created a flag with the sea over the sky. If, however, the original #15 had those two stripes the other way round, then I have to agree with the council member that that was a weakness in the design. Proposal #5, while being a tad feature-heavy, did solve the issue of the high sea correctly. It's a pity the council didn't find a similarly solution for proposal #15.
Still, Malabar should be complimented on adopting a flag that does not include any lettering and, though it does include
an emblem, includes the emblem in a way that is still recognisable at some distance (if someone keeps the flag from moving or folding).
I too, was unable to find flag information on the town website. I wonder what the official description of the flag is going to be.
