Description of the flag

Elkhart is the capital of Morton County, Kansas. Its flag flies in front of the Elkhart City Hall, which can be seen on Google Maps. It appears to have been adopted after 2008, as there were no flagpoles in front of the city hall at this time. I unfortunately have no information on the design of the flag.
