Description of the flag

The Maryland State Motor Vehicle Administration (MVA) is a subsidiary agency of the Maryland Department of Transportation, responsible for regulating automobiles in the U.S. state of Maryland.

It is the MVA's logo on a plain white background, and is flown below the Maryland state flag when on a flagpole. The colors on the attached image may vary from the actual flag, but the overall design is fairly accurate.
