20-year-old West Plains native Isaac Protiva’s design
was selected as the winner of the open public competition, which received 140
submissions according to city officials. The two-color, blue and yellow flag
design “depicts a circle representing the community of West Plains unifying the
divergent paths of the individuals that live here,” according to Protiva. His
symbolism also draws inspiration from the unique design of the downtown court
square in West Plains.
The West Plains City Council formally adopted the
new flag during Monday’s city council meeting. Competition for the re-design of
the city of West Plains flag ran from mid-March to mid-April. A panel of five
judges from the community rated submissions using several criteria, including
simplicity, meaningful symbolism, the use of only 2-3 basic colors, and
distinctiveness.

West Plains Downtown Revitalization, in conjunction with the City of West
Plains, is sponsoring an open competition for a new design of the City of West
Plains flag. The competition is open to the public and will run until 5 p.m.
Friday, April 12. Submissions will be judged by a panel of community members,
with the winning entry to be announced by mid-April. In addition to the flag
being flown at City Hall and at other City buildings, West Plains Downtown
Revitalization and the City of West Plains could potentially make the new design
available for purchase on promotional items. The winner will also receive
artistic recognition and publicity for the winning design.
“We have some
very, very talented people in our community that we hope will participate in
this competition,” said City of West Plains Community Marketing Director Todd
Shanks. “We’d like to tap into that talent and the pride people have in West
Plains.” Shanks said other cities have held similar competitions. Springfield,
Mo., in fact, used a citizen-led group to redesign their 80-year old flag.
West Plains’ current flag features houses, leaves, acorns, and the state of
Missouri. Participants are encouraged to follow these five guidelines in their
designs: 1) Keep it simple; 2) Use meaningful symbolism; 3) Use only 2-3 basic
colors; 4) Avoid using lettering or seals; and 5) Be distinctive.
