Jordan's naval ensign is depicted in [Jane's Fighting Ships and the anchor emblem is black. Incidentally, the emblem on Malaysia's naval ensign is also black in [Jane's Fighting Ships, but we know from flag books it should be blue. I am a bit unsure about the reliability of design details in [Jane's Fighting Ships.

The anchor is black according to both [Smith 1975 and [Smith 1980.

A display of ceremonial flags had the army flag and the joint service flag as well as a ceremonial version of the ensign and of the Air Force flag. The badge on the naval ensign was very dark blue rather than black.

Jordan has not only a Naval ensign but the Royal Jordanian Navy has its own
flag. It is white with Jordanian flag placed in the canton and the Navy badge is
placed in the center of fly.
