Description

The National Directorate of Security was established in 2001. It should be noted that its first Director was Mohammed Arif Sarwari, one of the leaders of the United Islamic Front for the Salvation of Afghanistan, i.e. the old “Northern Alliance”. Its main purpose was to serve as Afghanistan's Intelligence Services (IS) and collect information mainly in major cities and in the areas most controlled by the government. The NDS was part of the Afghan National Security Forces (ANSF) and reported directly to the Office of the President.

National Security Advisor

A National Security Advisor serves as the chief advisor to a national government on matters of security. He or she is not usually a member of the government's cabinet but is usually a member of various military or security councils.

The Head of the "دفتر شورای امنیت ملی افغانستان" (English: Office of the National Security Council of the Islamic Republic of Afghanistan), abbreviated as NSC (National Security Council) is the country's National Security Advisor (NSA).

It is often confused with the National Directorate of Security, but they are two different government agencies.

Now, since the NSC's logo (https://twitter.com/NSCAfghan/photo) is different from that of the NSA, I assume the flag is perhaps a Civilian Rank Flag.

The flag is a horizontal blue flag with the logo in the middle.
