According to some researchers, they believe that there were two important 
parliaments during the Parthian period. The first was the assembly of relatives 
and the other was the assembly of clerics. The meeting of these two Majlis is 
called Mahestan (experienced men) Majlis. Mahestan was a council where the 
Parthian kings consulted with its members to manage the country's affairs. This 
assembly was composed of the members of two other assemblies, the first family 
assembly consisting of the male members of the royal family, the second assembly 
consisting of old and experienced men and high-ranking Parthian clergymen.
It has had several denominations:
- State Council Assembly, State Council 
and Counseling house
- Supreme Assembly or Extraordinary Assembly
- 
Supreme Commission for Administration
- National Assembly
- Assembly or 
Parliament
- Senate (1949 to 1979)
- Constituent Assembly) when a Unitary 
Parliament was devised and incorporated the National Assembly and the Senate 
(now known as Congress) to reform the Constitution after the Islamic Revolution.
- Islamic Council
 In practice, the adjective "Islamic" which is used instead of 
"national", all the content of Islam in connection with Majlis Shura has been 
considered. That is, on the one hand, the "council" should be based on action 
based on Islamic regulations, for example, fighting and militancy should be 
avoided, and in council discussions, the goal should be to discover the truth 
and agree on it, and accept the word of truth. On the other hand, the adjective 
"Islamic" obligates the parliament to formulate and approve laws in the field of 
domestic system and politics and foreign relations considering Islam as the 
basis of its actions and not violating it and study every problem with the 
Islamic solution and standard.
The National Council was formally 
established on November 16, 1906 based on that year's Persian Constitution and 
lasted until the referendum on 2 and 3 December, 1979, when it adopted its 
current denomination (Islamic Council) on March 14, 1980 (other sources mention 
June 28), after the adoption of the current Constitution of the Islamic Republic 
of Iran. It is also known as Holy Assembly/Council
(romanized as Majlis 
al-Shura, derived from "Consultative Council"), as well as Islamic Consultative 
Assembly (ICA) and it is the country's national legislative body, being 
unicameral. So according to Article 71 of the Constitution, the Islamic Council 
has the right to enact laws on general issues within the limits stipulated in 
the Constitution.
