While walking around downtown Seoul on a recent trip to South Korea, I came across flag flying from several streetlights in the area around Yongsan. It was always in conjunction with the South Korean national flag. Doing some research on the Hangul inscription that appeared in black below a red, white, and blue swirling logo, I discovered that this logo (and presumably the flag as well) represents the South Korean Ministry of Patriots' and Veterans' Affairs.
According to the Ministry's website, it was founded in 1961 as the Military Relief Office. It was renamed the Ministry of Patriots' and Veterans' Affairs in January 1985. It is a non-cabinet agency that reports directly to the Prime Minister. The Ministry's current mission statement is "To honor and serve those who have dedicated their lives and sacrificed for our country, and to preserve and promote their patriotic spirit."
