The flag of Western Province has concentric rectangles. The outer one is green; the next is white with decorative leaves (green and yellow), in the corners are several arrows separating each one of another figure (green and yellow) that must be the molar of Buddha. In the dark red central rectangle, there are leaves in the corners and three white rings. Within the first (near the hoist) is a golden snake with three heads; in the central one is a golden lion with sword; and in the last one (in the fly) is a golden bird or cock with a sword, facing the hoist. [Ed note: the image above shows the emblems in the rings reversed.] The flag is green fringed. A very good image from Jorge Hurtado was published in Gaceta de Banderas 95.

[Ed. note: This flag (as redrawn above) shows the emblems in the rings from hoist to fly as bird, lion, snake. It is not known if this is an image of the reverse, or if the flag reported by Hurtado/Ollé is described in reverse.]

I located photos taken from the web showing Sri Lankan sub-national flags hoisted on poles and in an official capacity: Nothing less than the VII Conference of Governors, held in Sept. 2005. The Western province flag is shown with white around the perimeter rectangle (rather a border, actually), but the table flag indoors does not (like the flat images at the official site). It seems that both are used, the one with white border being probably more official (or earlier).
