Both my grandparents were the superintendent and representative 
respectively of the River Cess Territory under Grand 
Bassa County. In 1984 River Cess became a full fresh political County 
and the old flag that you are using was changed — the type of blue used is 
wrong.

The mentioned error seems to be limited to the exact shade of blue
used — while our image uses for the top and bottom stripe the same 
(dark) shade as in the canton of the national flag, River Cess Association of 
America uses light blue for the stripes, in sharp contrast with the dark 
canton’s canton.

I understand that River Cess was administered as a part of Grand Bassa 
until 1984 — but was its flag created in 1984, or did exist previously as 
the flag of a territory?

The source, if none other, seems to be the 1990 
stamp, as the illustrated design shows the edge stripes of the River Cess 
county flag in dark blue (but in supposedly correct light blue for 
Grand Gedeh, 
Margibi and 
Bomi).
