It is a typical Portuguese communal flag, with the coat of arms centred on a plain red field.

Shield Or with base wavy of Azure and Argent, issuant from base a throughout bridge Sable masoned Argent with two arches, above two fish embowed respectant Gules, on central chief point a heraldic rose Gules, seeded Or and barbed Vert. Mural crown Argent with three visible towers (village rank) and white scroll reading in black upper case serifed letters "UNIÃO DAS FREGUESIAS DE GUILHADESES E SANTAR". 
Meaning:
The base wavy is a representation of the Vez River, also being part of the arms of both predecessors. The fish are taken from the arms of former Guilhadeses Commune, the bridge from those of former Santar Commune. The heraldic rose is an attribute of Our Lady of Purification, patron saint of the latter. On the arms of Santar the attribute had been realised as a natural rose with green stem.

Guilhadeses e Santar is one of the 13 communes of Arcos de Valdevez Municipality created by a merger during the 2013 changes. It had 1172 inhabitants in 2021 and covers 3,91 km².

Shield Azure with base wavy of Argent and Azure, three fish najant eyed Gules ordered 2:1, the two ones above Or, the other one Argent. Mural crown Argent with three visible towers (village rank)and white scroll with inscription in black initials "GUILHADESES". 
Meaning:
The base wavy is representing Vez River, the name giver of the municipality.

Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "SANTAR - ARCOS DE VALDEVEZ".
Meaning:
The blue barrulets within the bar wavy are representing the rivers Vez, the name giver of the municipality, and Lima. The rose probably is an attribute of Our Lady of Purification, the local patron saint.
