It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of green and yellow.

Shield Sable, abased parted by a fess wavy Azure fimbriated Argent, above a cymbal (drum) Gules with cords and drumhead Argent surrounded by a pair of bramblebush twigs Vert fruited Or. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black initials "SILVARES - FUNDÃO".
Meaning:
The twigs of bramble bush (Port.: silva) are canting elements. The cymbal is symbolising local folklore.
