It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Shield Sable a fallow deer passant Or between three heraldic fountains set two and one, between two crescents recumbent Argent in chief an inescutcheon Azure fimbriated Argent 14 plates set 4:3:4:3. Mural crown Argent with three visible towers  (village rank) and white scroll reading in black upper case letters  "OLHO MARINHO - ÓBIDOS".
Meaning:
"Olho Marinho" means "sea eye" (from "olho da água", "water eye", here meaning a water spring), based on the people's belief that the local spring connects to the sea (yet is not salty). The heraldic fountains refer to this (canting). I have no idea about the fallow deer. The inescutcheon and crescents refer to the municipal arms, as happens with most communal arms of Óbidos municipality.

Olho Marinho Commune is one of the seven communes of Óbidos Municipality (q.v.); it had 1279 inhabitants in 2001 and covers 18.3 km².
