It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of blue and white.

Shield Azure, issuant from base a doublemount Argent on base charged with two barrulets wavy Azure and crested by two pine trees Or, on chief a pair of keys tied Argent in saltire, the bendy one Or and the sinister bendy one Argent. Mural crown Argent with four visible towers (town rank) and short white scroll, in Bénard Guedes style, reading in black upper case serifed letters "MOURAZ".
Meaning:
The keys are an attribute of St. Peter, the local patron saint.
