Blue triangular pennant with white disk with 10 wavy lines throughout and 
overall a blue anchor.
The disk size is 1/2 the hoist, the anchor height is 1/3 the hoist. The vertical 
axis of the disk (and anchor) distance from the hoist is indicated as 28/75 of 
hoist size.
This pennant was presumably used as signal on hydrographic ships in addition to 
their regular ensign (weather that was the naval or merchant ensign or, I guess 
not that often, one of the special ensigns).

The flag was revised in 1962 to add the National Emblem above the 
anchor
