At the event featuring the unveiling of a city flag and recognition of a fifth-grade essay winner, Barney spoke of the city’s past, present and future, touching on a multitude of topics that ranged from collecting garbage to combating opioid abuse.

An earlier flag

According to the Ward County Independent issue of 6 July 1916, Minot adopted a flag after Secretary Holbein gained inspiration from big cities which had done the same. The flag was first hoisted at noon of July 6, 1916 in Riverside Park. A prize was offered by President Shaw, however there were no contestants. In the end, the Town Criers Club, an auxiliary of the Association of Commerce, was the one to design the municipal flag.

It seems this flag is a horizontal triband. The upper stripe is blue, representing the blue skies of North Dakota. The middle stripe is golden, symbolizing Minot's fields of golden grain. Finally, the lower stripe is black for the area's vast fields of lignite. In the center is a circle with the slogan "Why Not Minot?", which was a slogan of the city adopted by the Association of Commerce. The outer rim of the circle is green, representing Minot's wonderful park system. As expected, this was the first city flag in North Dakota to be adopted.

Would it be something like the encircled slogan in this local promo poster. Presuming that’s so, here’s a conjectural image based on the description, presuming also a 3:5 ratio and the diameter of the disc to be 3/4th of the flag’s height.
