Description of the flag

Before the Federal Maritime Commission was created, the United States Maritime Commission existed from 1936-1950. It had a flag which I located at lighthouseantiques.net/RA-409-1.jpg. The seal was in color, but this version in blue only: en.wikipedia.org/wiki/United_States_Maritime_Commission#mediaviewer/File:Usmc1936_logo.jpg.

It was replaced by the Federal Maritime Commission.
