the flag of Zvornik is prescribed in Article 6 of Statutory Decision Odluka o izmjeni i dopuni Statuta opštine Zvornik, adopted on 29 December 2009 by the Municipal Assembly and published on 31 December 2009 in the Municipal official gazette Službeni glasnik opštine Zvornik, No. 17 (text). The rules of use of thre symbols and of the name of the municipality are prescribed in the companion Decision Odluka o upotrebi simbola i imena opštine Zvornik, adopted on the same day and published in the same issue of the Municipal official gazette.
The description of the symbols is repeated in the consolidated Statutes Statut opštine Zvornik - prečišćeni tekst, adopted on 22 March 2010 and published on 31 March 2010 in Službeni glasnik opštine Zvornik, No. 3 (text).

The flag is described as follows:

The flag of the Municipality of Zvornik is of white colour, rectangular in shape, with proportions two to one and the centered coat of arms of the municipality in the middle of the flag and the text beneath the coat of arms "Opština Zvornik", coloured blue.
The coat of arms is set, as a rule, in horizontal layout of the flag; in cases when it is necessary for the flag to be hoisted vertically, the coat of arms may be vertically laid.

The coat of arms of Zvornik, adopted in 1996, is described in the Municipal Statutes Statut opštine Zvornik (text), published in 2005 in Službeni glasnik opštine Zvornik, No. 4, as follows:

The symbol of the municipality is a coat of arms that incorporates several symbols.
A bell with a cross and the four letters "S" in the upper left quarter on a blue background symbolizes the original name of the town, Zvorik, which is related to the word "bell, and number "1410" represents the year when the town was named Zvornik.
A tower in the upper left quarter on a red background is the symbol of the town.
A stylized wolf's head in the lower left quarter, on a red background, represents peoples' constant struggle for freedom.
Water waves in the lower right quarter symbolize river Drina.
