The municipality of Passo Fundo (196,739 inhabitants; 78,342 ha) is located 
300 km of Porto Alegre.
Passo Fundo was established in 1827 by Manoel 
José das Neves aka Cabo Neves, a veteran of the border wars, who was granted 
17,724 ha of land to establish a fazenda dedicated to cattle-breeding. 
Population increased to 370 in 1853.
Established as a municipality in 1857, 
Passo Fundo was connected in 1896 by railway to Santa Maria, and, 12 years 
later, to São Paulo.

The flag of Passo Fundo is prescribed by Municipal Law No. 1,215 promulgated 
on 10 June 1966.
Article 1.
Flag horizontally divided into two 
sections, the upper, blue (azure), and the lower green (vert), charged in the 
center, over the junction of the upper and lower quarters, with the coat of arms 
of the municipality.
The colors of the flag of the municipality represent, 
green, its territory, and blue, its firmament.

The coat of arms of Paso Fundo is prescribed 
by Municipal Law No. 1,349 promulgated on 16 October 1969.
Article 1.
A Portuguese shield, quartered, surmounted by a four-towered mural crown or, 
separated from the shield by a scroll gules inscribed "PASSO FUNDO" in white 
letters. The first quarter of the shield features on a golden background a 
Brazilian pine proper; the second quarter on a green background, a golden wheat 
spike; the third quarter on an orange background, the symbols of industry and 
commerce; and the fourth quarter on a blue background, lit by a quarter of 
shining sun or, a white open book inscribed with the Greek letters "Α" and "Ω", 
and, below, year "1950" as the year of creation of the first movement for 
superior education in Passo Fundo. Beneath the shield a red scroll inscribed in 
white letters "TRABALHO - FRATERNIDADE - PROGRESSO".

The "movement for superior education" 
yielded to the establishment of the University of Passo Fundo (UPF) in 1968. 
Organized for the first time in 1981 at UPF, the Passo Fundo Literature Days are 
among the main literature festivals in Latin America. Beside academic debates, 
parallel events, such as exhibitions, contests, music and theater performances, 
aim at bring the general public closer to the authors. This effort was 
recognized by the title of State and National Capital of Literature granted to 
Passo Fundo, aka the Capital of the Books.

The coat of arms of Passo Fundo was originally prescribed by Municipal Law No. 
720 promulgated on 1 December 1956.
Article 1.
A Portuguese shield, 
divided in four sections, green, yellow, blue, and orange. The chief divided 
into two rectangles, green and yellow, representing the past (Brazilian pine) 
and present (wheat) economic development, crossed by a blue stripe gules 
inscribed with the municipality's name in white letters. On a field vert, in 
orange and blue, the present and future (industry) economical development based 
on hydro-electrical potential.
Beneath the shield, a stripe gules (red) 
inscribed in white letters with the three words "Trabalho Fraternidade 
Progresso".
The shield surmounted by a four-towered yellow mural crown, 
ensigned in the center with a Cross of Christ, centered red on a yellow ellipse.

The odd phrasing of the Law was corrected, 
"according to the heraldic principles of municipal coat of arms". by Municipal 
Law No. 1,111 promulgated on 26 November 1964.

A Portuguese 
shield, quartered. 1. On a field argent a Brazilian pine proper (green) 
representing the past economical development, 2. On a green field (vert) a wheat 
spike or representing present development through agriculture, 3. On a field 
gules (red), the symbols of commerce and industry (cogwheel and winged Minerva's 
helmet) or, 4. On a blue field (azure) a stylized electricity pylon argent, the 
last two quarters representing the municipality's economical potential and 
progress and activity oriented to the future.
Beneath the shield a double 
scroll gules (red) inscribed argent, in the upper part, "Passo Fundo", in the 
lower parts in three sections, "Trabalho", "Fraternidade", "Progresso".
