Municipality

The municipality of Liberato Salzano (5,718 inhabitants in 2016; 24,563 ha) is located 400 km north-west of Porto Alegre.

Liberato Salzano was settled in the first decade of the 20th century by Marcolino Paiano, who fled Palmeira das Missiões for political reasons. The families of Antônio Ferrarini, Gervásio Folle, Vitorino Enderle, Armindo Enderle, João Dalla Corte, João Soranso, Jacó Pastório, Angelo Biasuz, Antonio Pauletti and Santo Marcolan re-settled the place in 1931, which they renamed to Marcolino as a tribute to the first settlers. The settlement was renamed to Baitaca at an unknown date and to Liberato Salzano in 1958.
The municipality of Liberato Salzano was established by State Law 4,736 promulgated on 1 June 1964, separating from Constantina.

The town's namesake, Liberato Salzano Vieira da Cunha (1920-1957) founded and presided the Centro Ação Católica. As a member of the PSD, he served as Mayor of Cachoeira do Sul (1947-1950), and was elected State Representative in 1950 an appointed Secretary of Education and Culture. From 1944 to his death in a plane crash in Bagé, Liberato Salzano was the director of "Jornal do Povo", Cachoeira do Sul's main newspaper.

Symbols

The flag and arms of Liberato Salzano are prescribed by Law No. 559 promulgated on 20 October 1982.

Article 2.
The coat of arms of the municipality obeys the following design and description.

A Portuguese shield featuring: in chief (top), dexter and sinister, respectively, the municipal forest reserve, vert (green); protecting the community, represented by dwellings gules (red) surmounted by the sky azure (blue); in the center, an open book white charged sinister with an ink-pot and a quill, old writing tools, superimposed by a pionus parrot known as "bataica", vert (green) and gules (red), which is abundant in the region and gave its name to the settlement, which was renamed to Liberato Salzano after municipal emancipation. The book, the ink-pot and the quill represent the educator Liberato Salzano Vieira da Cunha, especially for his action for education when he served as Secretary of Education and Culture of the state of Rio Grande do Sul. The base azure (blue) with wavy stripes, representing the abundance of brook and river Baitaca, which surround and water the municipal territory. Beneath the shield, a scroll gules (red) with the writing 01 - 06 - LIBERATO SALZANO 1964, the date of political emancipation of the municipality. The shield supported dexter by a composition of maize and black bean vert (green), or (golden) and black, sinister by a composition of maize and soybean vert (green) and or (golden), representing agriculture and the municipality's main productions. The shield surmounted by a three-towered mural crown black and or (golden)."

Article 4.
The flag of the municipality shall have for official colors red, white and green, arranged horizontally with the same width and of a white quadrilateral in the upper part, representing:
I. Red, the people's tenacity and eager to work;
II. White, a message of faith and peace;
III. Green, aspiration to a human, respectful and fair world;
In the center of the white quadrilateral is placed the coat of arms of the municipality.

Article 5.
The design of the flag obeys the following rules.
I. The width is of 12 units.
II. The length is of 18 units.
III. The width of the red, white and green stripe is of 1 unit each.
IV. The white quadrilateral shall be 6 units from the flag's upper inner angle.
V. The coat of arms shall be of 4 units in length and 3 units in width.
