The municipality of Portão (30,920 inhabitants in 2010; 15,740 ha) is located 
40 km north of Porto Alegre.
Portão is named for the big gate ("portão") 
erectd in 1788-1789 upon order of the Imperial government to prevent cattle bred 
in Estância Velha to cross the river to Rincão de Cascalho. Probably most 
important, the gate aimed at controlling slaves working in the Hemp Factory and 
to prevent them to have contact with other communities.

The flag and arms of Portão are prescribed by Municipal Law No. 177 
promulgated on 21 August 1974.
Article 1.
The coat of arms of the 
municipality is described as follows.
A Portuguese shield, divided in four 
parts united by a leather skin in tan color, representing the municipality's 
most significant source of income. In the shield's upper part, the light blue 
field represents the celestial vault, charged with a white half-cogwheel 
symbolizing industry. Below, on the straight angle that limits the light blue 
field and on the central figure, three stripes in the colors of Rio Grande do 
Sul running to the shield's lower end. Left, in front view, three stylized 
stacked trees, reflecting the municipality's commitment to reforestation. In the 
yellow field an open book, symbolizing culture, and, right, on a green field, a 
stylized branch with leaves and three oranges, recalling another important 
source of income for the municipality.
The shield surmounted by a mural crown 
argent, composed of two lateral towers, which limits the wall, and of a central 
portico with a stylized gate ["portão"] recalling the historic origin of the 
municipality's name.
Beneath the shield a scroll ochre inscribed "PORTÃO" 
over "9 DE OUTUBRO DE 1963" (municipality's name and date of emancipation).
Article 2.
The flag is described as follows.
Three panels in the 
Riograndense colors, red, yellow and green, in this order in front view, the 
green and red outer parts bigger than the central, yellow part, and equivalent 
to each other. In the flag's central part a white disc charged with the coat of 
arms.

In less formal contexts, the flag in use has equal stripes and the white disc 
overlapping the outer stripes.

The flag of E.M.E.F. Visconde de Mauá is horizontally divided light blue-dark 
blue with the school's coat of arms in the center.
