Movimento Nacional dos Catadores (as) de Materiais Recicláveis (MNCR - National
Movement of Waste Pickers) was established in 1999 during the 1st National
Encounter of Paper Pickers; during the 1st National Congress of Waste Pickers
held in Brasília on 4, 5 and 6 June 2001, the 1,700 delegated founded MNCR and
adopted the Brasília Charter.
The 1st Latino-American Congress of Pickers,
organized in 2003 in Caxias do Sul (Rio Grande do Sul), adopted the Caxias
Charter.
MNCR organized in March 2006 a march to Brasília; 1,200 pickers
requited from the Federal Government the creation of 40,000 permanent jobs in
the cooperatives and associations that are the base of the movement.

A waste picker is defined as "a
low income person who dedicates to activities of recyclable material collection,
sorting, processing, transformation and commercialization". Brazil counts
between 400,000 to 500,000 waste pickers, mostly working informally and
organized in cooperatives (1,175 in 2008) since 1989.
Waste pickers are
responsible of 90% of Brazilian municipal solid waste recycling, in 2013,
recycling saved USD 5.5 billion.

The flag of MNCR is green with the movement's emblem in the center.
Leaf
green and blue represents the commitment of MNCR for the protection of
environment and water, respectively.
Yellow represents the pickers, hand in
hand, forming the contour of the map of Brazil as a symbol of unity in the
struggle for social economy.
The cart emphasizes exclusion of pickers
from economy since they have been drawing carts since the invention of the wheel
and have been ignored by artificial intelligence, wealth and evolution of human
beings.
Red is a symbol of passion and love, and of blood flowing in the
veins and palpitating in the heart of pickers.
