I must correct the contents of my previous contribution on the ensign of Salt Administration used 1912-1929. Chinese friend of mine Mr Eric Tang Soon in Shanghai discovered the official document which says the color of the background be navy blue instead of light bluish grey from my information source (book).

 I cannot find this flag  in the chapter of China in the 1939 Flaggenbuch.

The pale grey Salt Administration Flag seems to have been used between 1912 and 1929 according to Flag Plates in book titled Chinese Symbolism & Art Motifs 2002 so the flag image does not appear in 1939 German Flaggenbuch.

This flag of the Salt Administration also dates from the Kuomintang regime in the Republic of China. It is shown in the 1939 Flaggenbuch.

It was started to implement in 1929 while Taiwan were occupied under Japan, and it never was flown after 1949 in Taiwan. (see Chinese Wikipedia).

Maybe you can post your copy of official gazette for adoption of the Salt Administration white flag charged with four blue serrated stripes dated December 20th 1929.
According to the online official gazette (in Chinese), the flags were not posted on the gazette, and I found them in The Archives of the Nationalist Government of the Republic of China (in Chinese).

This flag had not been flown after Kuomintang retreated to Taiwan in 1949. This is replied from the Ministry of Economic Affairs of the Republic of China (Taiwan) to answer the question about validation/invalidation of the flag.
