Law on the Flag of the Saar of 1956

Gesetz Nr. 508 über die Flagge des Saarlandes
vom 9. Juli 1956

Der Landtag des Saarlandes hat folgendes Gesetz beschlossen, das hiermit verkündet wird:

§ 1
(1) Die Landesfarben sind Schwarz-Rot-Gold.
(2) Die Flagge des Saarlandes hat die Form eines Rechtecks, dessen Breite sich zur Länge wie drei zu fünf verhält, und zeigt in drei gleich breiten Querstreifen von oben nach unten die Landesfarben. Auf dem roten Streifen steht in der Mitte, in den schwarzen und in den goldenen Streifen je bis zur Hälfte übergreifend, das Landeswappen.
(3) Die Landesflagge kann auch in der Form Banners gesetzt werden.

§ 2
Die Regierung des Saarlandes erläßt die zur Ausführung dieses Gesetzes erforderlichen Rechts- und Verwaltungsvorschriften.

§ 3
Dieses Gesetz tritt mit dem 1. Januar 1957 in Kraft.
Gleichzeitig tritt das Gesetz Nr. 17 über die Flagge des Saarlandes vom 16. Juni 1948 (Abl. S. 726) außer Kraft.

Law no. 508 on the flag of the Saar
of 9th July 1956

(Official Gazette of the Saar 1956, pp 1213, 1215)

The state parliament of the Saar has passed the following law, that is herewith promulgated:

§ 1
(1) The state's colours are black-red-gold.
(2) The flag of the Saar has the form of a rectangle, proportion of width to length like three to five, and shows in three equally wide horizontal stripes from top to bottom the state's colours. In the red stripe there is the state's coat-of-arms in the center, overlapping into the black and the golden stripe each up to a half.
(3) The state's flag can also be hoisted the form of the banner.

§ 2
The Government of the Saar decrees the regulations and ordinances necessary for the implementation of this law.

§ 3
This law comes into force the 1 January 1957.
At the same time the law no. 17 on flag of the Saar of 16 June 1948 (Official Gazette p. 726) is abolished.

Law on the Coat-of-Arms of the Saar of 1956

Gesetz Nr. 509 über das Wappen des Saarlandes
vom 9. Juli 1956

Der Landtag des Saarlandes hat folgendes Gesetz beschlossen, das hiermit verkündet wird:

§ 1
Das Wappen des Saarlandes zeigt in einem gevierten Halbrundschild:
oben rechts einen goldgekrönten silbernen Löwen in blauem, von silbernen Kreuzen besätem Feld,
oben links in Silber ein rotes geschliffenes Balkenkreuz,
unten rechts in Gold einen roten Schrägrechtsbalken, belegt mit drei gestümmelten silbernen Adlern,
unten links in Schwarz einen rotgekrönten, rotbewehrten goldenen Löwen.

§ 2
Die Regierung des Saarlandes erläßt die zur Ausführung dieses Gesetzes erforderlichen Rechts- und Verwaltungsvorschriften.

§ 3
Dieses Gesetz tritt mit dem 1. Janaur 1957 in Kraft.
Gleichzeitig tritt das Gesetz Nr. 58 über das Landeswappen vom 14. Dezember 1948 (Abl. S. 1549) außer Kraft.

Law no. 509 on the Coat-of-Arms of the Saar
of 9th July 1956

The state parliament of the Saar has passed the following law, that is herewith promulgated:

§ 1
The coat-of-arms of the Saar shows in a half-round shield quarterly:
dexter chief a lion Argent crowned Or in a field Azure, seme of crosses Argent,
sinister chief Argent, a cross gyronny Gules,
dexter base Or, on a bend Gules three alerions Argent,
sinister base Sable, a lion Or crowned and armed Gules.

§ 2
The Government of the Saar decrees the regulations and ordinances necessary for the implementation of this law.

§ 3
This law comes into force the 1 January 1957.
At the same time the law no. 58 on the State coat-of-arms of 14 December 1948 (Official Gazette p. 1549) is abolished.

Regulation on the Use of Service Flags on Motor Vehicles of 1956

Verordnung der Regierung des Saarlandes über die Führung von Dienstflaggen an Kraftfahrzeugen
vom 19. Dezember 1956

(Amtsblatt des Saarlandes 1957, S. 14)

Auf Grund des § 2 des Gesetzes Nr. 508 über die Flagge des Saarlandes vom 9. Juli 1956 (Abl. S. 1213) und von § 2 des Gesetzes über das Wappen des Saarlandes vom 9. Juli 1956 (Abl. S. 1213) wird verordnet:

§ 1
An Kraftfahrzeugen führen bei dienstlichen Fahrten aus besonderen Anlässen auf dem rechten Kotflügel oder Scheinwerferhalter des Wages mit der Fläche in der Fahrtrichtung

  1. eine quadratische goldfarbene, schwarz-rotgerändete Standarte, Größe 30x30 cm, darin in der Mitte schwebend auf beiden Seiten das farbig gestickte Landeswappen in der Größe von etwa 10x12 cm; Breite des schwarzen und roten Randes je 3 cm (Muster 1)
    der Ministerpräsident und
    der Landtagspräsident,
  2. eine Landesflagge in Form eines Quadrates, Größe 25x25 cm, von einer goldenen Kordel umrandet, darin in der Mitte auf beiden Seiten das farbig gestickte Landeswappen in der Größe von etwa 10x12 cm, in den schwarzen und goldenen Streifen übergreifend (Muster 2)
    die Minister,
  3. eine Landesflagge in Form eines Rechtecks, Größe 20x30cm, von einer silbernen Kordel umrandet, darin in der Mitte auf beiden Seiten das farbig gestickte Landeswappen in der Größe von etwa 8x10 cm, in den schwarzen und goldenen Streifen übergreifend (Muster 3)
    die gemäß § 2 bestimmten Leiter staatlicher Behörden.
§ 2
Der Ministerpräsident bestimmt im Einvernehmen mit den zuständigen Ressortministern, wer zur Führung einer Dienstflagge gemäß § 1 Nummer 3 berechtigt ist. Dieser Personenkreis soll eng begrenzt bleiben.

§ 3
Bei Leerfahrten wird keine Flagge geführt.

§ 4
Für die Gestaltung der Standarten und Flaggen an Kraftwagen sind die in der Anlage dargestellten Muster maßgebend.

§ 5
Der Minister des Innern erläßt die zum Vollzug dieser Verordnung notwendigen Vorschriften.

§ 6
Diese Verordnung tritt mit dem 1. Januar 1957 in Kraft. Gleichzeitig treten alle abweichenden landesrechtlichen Vorschriften außer Kraft.

Regulation of the Government of the Saar on the Use of Service Flags on Motor Vehicles
of 19th December 1956.

Pursuant to § 2 of the law no. 508 on the flag of the Saar of 9 July 1956 (Official Gazette p. 1213) and to § 2 of the law no. 509 on the coat-of-arms of the Saar of 9 July 1956 (Official Gazette p. 1213) the following is decreed:

§ 1
During official trips for special occasions the following flags are used, on the right mudguard or searchlight holding device of the car, with the surface of the standard in the direction of motion

  1. a square standard of golden colour, bordered black-red, size 30x30 cm, in the center suspended on both sides the State coat-of-arms embroidered in colour in the size of approx. 10x12 cm; width of the black and red border each 3 cm (pattern 1) by
    the Minister President and
    the President of the State Parliament,
  2. a State flag in the form of a square, size 25x25 cm, bordered by a golden cord, in the center on both sides the State coat-of-arms embroidered in colour in the size of approx. 10x12 cm, overlapping into the black and golden stripes (pattern 2) by
    the Ministers,
  3. a State flag in the form of a rectangle, size 20x30 cm, bordered by a silver cord, in the center on both sides the State coat-of-arms embroidered in colour in the size of approx. 8x10 cm, overlapping into the black and golden stripes (pattern 3) by
    the heads of state agencies determined according to § 2.
§ 2
The Minister President determines, in agreement with the responsible departmental ministers, who is entitled for the use of a service flag according to § 1 number 3. This category of persons shall remain narrowly restricted.

§ 3
No flag is used during empty trips.

§ 4
For the design of the standards and flags on motor vehicles the patterns shown in the appendix are authoritative.

§ 5
The Minister of the Interior decrees the ordinances necessary for the implementation of this regulation.

§ 6
This regulation comes into force the 1 January 1957. At the same time all divergent State regulations are abolished.

Regulation on the Flagging on Official Buildings of 1956

Verordnung der Regierung des Saarlandes über die Beflaggung der öffentlichen Dienstgebäude
vom 31. Dezember 1956

Auf Grund des § 2 des Gesetzes Nr. 508 über die Flagge des Saarlandes vom 9. Juli 1956 (Abl. S. 1213) wird verordnet:

§ 1
(1) Die öffentlichen Dienstgebäude und die im öffentlichen Dienst eingesetzten Wasserfahrzeuge sind zu beflaggen, wenn dies vom Ministerdes Innern angeordnet wird.
(2) Den Dienstgebäuden stehen dienstlich benutzte private Gebäude und Teile von solchen gleich.
(3) Bei der Beflaggung können Hiß- und Bannerflaggen gesetzt werden.

§ 2
(1) Bei einer gemäß § 1 Absatz 1 angeordneten Beflaggung wird die Landesflagge, auf besondere Anordnung zusätzlich die Bundesflagge gesetzt.
(2) Ausländische Flaggen dürfen nur mit der Genehmigung des Ministers des Innern gesetzt werden.

§ 3
(1) Bei einer gemeinsamen Beflaggung mit der Landes- und Bundesflagge werden, wenn vor, auf oder an dem Dienstgebäude zwei Flaggenmaste vorhanden sind, vom Beschauer aus betrachtet, die Landesflagge rechts und die Bundesflagge links gesetzt.
(2) Sind drei Flaggenmaste vorhanden, so ist

  1. wenn die Beflaggung auch im Bundesgebiet angeordnet ist, in der Mitte die Landesflagge, rechte und links je eine Bundesflagge,
  2. wenn die Beflaggung nur für das Land angeordnet ist, in der Mitte die Bundesflagge und rechts und links je eine Landesflagge zu setzen.
(3) Ist vor, auf oder an dem Dienstgebäude je ein Flaggenmast vorhanden, so ist die Bundesflagge an dem Mast vor dem Dienstgebäude, die Landesflagge an dem Mast auf oder an dem Dienstgebäude zu setzen.
(4) Die an einem Gebäude gesetzten Flaggen sollen gleich groß sein.

§ 4
Gebietskörperschaften, die eine eigene Flagge führen, setzen, falls genügend Flaggenmaste vorhanden sind, die Bundesflagge in die Mitte, und —vom Beschauer aus betrachtet— die Landesflagge links und die eigene Flagge rechts. Sind nur zwei Flaggenmaste vorhanden, so ist neben der eigenen Flagge die Landesflagge, und zwar —vom Beschauer betrachtet— links zu setzen.

§ 5
(1) Wird aus Anlaß eines Trauerfalles (Trauerbeflaggung) geflaggt, so sind Hißflaggen auf Halbmast zu setzen.
(2) Bei einer Trauerbeflaggung mit Bannern sind die Banner mit Trauerflor zu versehen.

§ 6
Bei allen Beflaggungen sind die Flaggen bei Tagesanbruch zu setzen und bei Anbruch der Dunkelheit einzuholen. Dies gilt auch, wenn die Beflaggung für mehrere aufeinanderfolgende Tage angeordnet ist.

§ 7
Diese Verordnung tritt mit dem 1. Januar 1957 in Kraft.

Regulation of the Government of the Saar on the Flagging on Official Service Buildings
of 31st December 1956.

Pursuant to § 2 of the law no. 508 on the flag of the Saar of 9 July 1956 (Official Gazette p. 1213) the following is decreed:

§ 1
(1) The official service buildings and the vessels in public service are to be flagged, when this is ordered by the Minister of the Interior.
(2) Private buildings used for official purposes and parts thereof are equal to official buildings.
(3) For the flagging hoisted flags and banner flags can be hoisted.

§ 2
(1) For a flagging ordered according to § 1 section 1 the State flag, upon special order additionally the Federal flag, is hoisted.
(2) Foreign flags may be hoisted only with the approval of the Minister of the Interior.

§ 3
(1) For a joint flagging with the State and the Federal flag, the State flag is hoisted —from the observer's point-of-view— at the right side and the Federal flag at the left side, if there are two flag staffs in front of, upon or on the service building.
(2) If there are three flag staffs, the following are to be hoisted:

  1. if flagging is also ordered in the Federal territory, in the center the State flag, at the right and left side each a Federal flag,
  2. if flagging is ordered only for the State, in the center the Federal flag, at the right and left side each a State flag.
(3) If there is a flag staff each in fornt, upon or on the service buildings, the Federal flag has to be hoisted at the staff in front of the service building, the State flag at the staff upon or on the service building.
(4) The flags hoisted at one building shall have the same size.

§ 4
Territorial authorities having their own flag, hoist, if there are enough flag staffs, the Federal flag in the center, and —from the observer's point-of-view— the State flag at the left side and their own flag at the right side. If there are only two flag staffs, beside the own flag the State flag has to be hoisted, and that at the left side — from the observer's point-of-view.

§ 5
(1) If there is flagging because of a death (mourning flagging), hoisted flags have to be hoisted on half-staff.
(2) For a mourning flagging with banners the banners have to be decorated with mourning bands.

§ 6
For all flaggings the flags have to be hoisted at daybreak and lowered at nightfall. This is also valid, if the flagging is ordered for several consecutive days.

§ 7
This regulation comes into force the 1 January 1957.
