The Shadow Guard is the principal villain, and a fairly typical global-domination-seeking outfit. I am unaware of the meanining of the symbol.

The "Shadow Guard" (originally "Demon Card") flag was explained in the comic version of the series as being a morphed "DC" that becomes a pair of wings. It doesn't make much sense, but that's what the creator said. If it helps, Demon Card is meant to be a misspelling of "Demon Guard". We're basically dealing with a three-step process here.

The Kingdom of Symphonia: The flag appears in episode 39. White field, blue border with gold semicircle pattern on three sides. Gold fringe on fly side. In the center a turqouise Maltese cross superimposed over a pair of diagonally crossed light blue swords with navy-blue hilts, pommels and handguards.
