The episode is called "All Great Neptune's Ocean" (#110 from the first series) and the flag in question is of the Republic of Castalia : blue with a 'Q'-shaped symbol in gold. It is draped on a dais.

Systems Commonwealth

Occasionally I follow on TV a SF series named Andromeda, a rather interesting (new) project of the people who were involved in Star Trek(s), though hardly it shall reach the popularity of the latter. The story is (in very quick words) about a star ship and is small crew. The ship was held in the event horizon of a black hole and so was "frozen" in time for some 200 years. In the mean time the advanced interstellar civilization collapsed. The leading role of that former civilization had the Commonwealth (or Stellar Commonwealth OSLT, but it's usually just referred as Commonwealth). Now, finally we come to the flag. The flag that seems to be that of the Commonwealth is blue with yellow starry object consisting 16 arms - 4 longer in diagonals and three shorter topped with balls between each of the longer ones. I redraw the flag by memory (it is not seen often, and even when it is it is just for short periods, as usual). It struck me as a simple and well designed flag (for such an organization).
