Naval (coast guard) ensign

The naval ensign (coastguard ensign) is based on the UK white ensign with the national flag in the canton. The drawing I received clearly shows that the cross of the ensign is used for the bottom and right sides of the national flag, so the bottom row of stars is on the arms of the cross. This leads to a slightly strange shaped national flag as the border is thicker than would normally be the case, but this corresponds with a drawing faxed from the coastguard HQ in Grenada.

Alternate version?

The Album 2000 [pay00] says ---/CS- 1:2. Most notably, the image made according to the specifications of the Coast Guard ensign does not at all look as it is depicted in Album 2000 [pay00] nor it agrees with Graham’s (British MoD’s) images.
