The flag and arms of Jakovlje are prescribed by Decision Odluka o donošenju grba i zastave, adopted on 20 December 2005 by the Municipality Assembly and published on 23 December 2005 in the municipality official gazette Službeni glasnik općine Jakovlje, No. 5 (text). The wording of the description of the symbols was changed, apparently, after the municipality received the approval from the Ministry. The use of the symbols is prescribed by the companion Decision Odluka o uporabi grba i zastave Općine Jakovlje, adopted on 27 July 2006 by the Municipality Assembly and published on 10 August 2008 in Službeni glasnik općine Jakovlje, No. 3 (text).

The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.
According to the website of the local branch of a political party, "The commission established to determine the proposal for the coat of arms and the flag of the Municipality of Jakovlje determined the proposal of the ideal solution on 27 September 2005. The company Heraldic Art of Rijeka shall, based on that, prepare several variants and the Municipality Assembly shall on one of its subsequent sessions adopt the final solution, so our municipality shall finally get our coat of arms and flag."
The symbols of Jakovlje were approved on 3 May 2006 by the Ministry of Administration.

The coat of arms of Jakovlje is "Azure a tamburica argent in bend between three crowns or in chief and an apple or in the base."
A tamburica is a traditional folk instrument in the region. The traditional religious center of the municipality is in Kraljev Vrh, where is the chapel of the Three Holy Kings. The three crowns may therefore stand both for the three kings and for the three villages forming the municipality.
