The Israeli Islamic Movement is a religious, political and cultural movement of Israeli Muslims. Beside welfare and education activities, the movement takes part in municipal elections and has a few mayors. Its flag is the Sha'hada on light green. They probably use light green to make a difference with the Saudi flag. They also use the same flag on a black background, but the light green is the more common one.

The Israeli Islamic Movement is divided to two parts. There is the more extreme "Northern Wing" and the more moderate "Southern Wing". Both used the regular Shahada on green flags.

Flag with alternate design – official variant?

Unlike the flag of Turkey, this one has a sinister hoist. Also, the white border is present along the top, fly and bottom edges, but not along the hoist edge. I think that the flag can be safely attributed to the Israeli Islamic Movement as an alternate design – both designs do look generic (this one somewhat less so) (picture, source).
