Tochigi city in Tochigi adopted its flag on September 1st 1975.
  
	proportion: 2:3
  field: purple
  emblem: white
  size of emblem is 1/3 of width using two pieces of dried bonito.

From the Tochigi city website:
The emblem is comprised of two crosses,a vertical cross and a diagonal cross. The vertical cross represents the Chinese character for ten or "toh". The diagonal cross is a symbol found on the roof of Shinmei Shrine and is called "chigi".
There are ten "chigi" on the shrine, thus resulting in the name of our city, "Tochigi".

The purple flag with a white emblem was abolished. The new emblem and the 
flag were adopted on Oct 2nd 2010 by Notice No 409 and 410. The white flag has a 
green, a blue and an orange three color city emblem in the center. The city 
emblem is a stylized hiragana と To of Tochigi. The four green lines stands for a 
nature, a history, a district and the people,  the blue color for stream of 
rivers, the orange color for a bright future  and a passion of the people. 
The flag proportion is 2: 3.

The city emblem and the flag were adopted on Oct 2nd 2010 by Notice No 409 
and 410. The white flag has a green, a blue, and an orange three color city 
emblem in the center. The city emblem is a stylized hiragana と To of Tochigi. 
The green four lines stand for the nature, the history, the region and the 
people, the blue color for a stream of a big river, the orange circle for a 
bright future and  the passion of the people. It represents an image of the 
city which inherits the history and connects to the future. The flag proportion 
is 2: 3. The height of the emblem is 4/6 of the height of the flag.
