This flag seems to be that of the Ministry of Defense. I come to this
conclusion after looking at the MOD (Ministry of Defense)-Retirees (i.e.
Veterans) and redirecting to the official website of the MOD (Ministry of
Defense). I have my doubts though because I can't quite read the inscription
below the coat of arms to be 100% sure. Additionally, another version of the
logo is labeled as "Retirees", as seen here:
http://www.kuwaitarmy.gov.kw/retirees.jpg (source:
http://www.mod-retirees.gov.kw).
The flag is a horizontally divided flag, with the top being yellow and the
bottom being black, both equal in size, with the badge in the middle.
