C.V. Havreboot, Rotterdam. CV is an abbreviation of "Commanditaire Vennootschap", a company with silent partners. Havre refers to Le Havre, France.

Havre Stoomvaart Maatschappij - a new flag, I presume: blue with white
letters N.V.H.S.M.
        V.C.B.B.&Z. (a most boring flag - N.V. = Naamloze Vennootschap (Limited Company), HSM is the Company's abbreviation - the rest is gobbledegook to me (probably a family's initials, ending with & Zonen (and sons).

The flag is not so new because it was already shown on Lloyd's Book of  House Flags and Funnels (1912). The caption in Lloyd's gives the meaning of all the letters on the flag:
"Naamloze Vennootschap Havre Stoomvaart Maatschappij v/h Corns. Balguerie & Zoon".
