Blazon: På blå grunn to sølv trekantar, den nedste vend nedover. In English: Azure two triangles argent the lower reversed.
Triangle as charge is, I guess, rarely seen in usual English heraldic handbooks, but it is simply as it says on the tin - a charge "in the shape of the mathematical figure so called" as said by Parker in his 1894 Glossary of Terms Used in Heraldry.
Approved by the royal resolution of 15 May 1987 after a drawing by Jarle Skuseth. [c2j88]
The municipal web site explains is simply in the motto "Islands in the sea". The two triangles symbolize an island reflected in the sea.
The http://www.ngw.nl/heraldrywiki/index.php?title=Midsund provides similar explanation but including a bit more:
"The arms show two triangles, representing Otrøya and Midøya islands. These two main islands in the municipality are separated by a small strait, the Midsund. The geographical situation is symbolised in the arms."
