Description of the flag

As always, we doubt whether this is the flag of the region, or the municipal flag of the regional capital. However, I have a new doubt about this: While Jaume’s image shows the background as buff, golden, or some such color, at this local blogpost it is clearly yellow, regular medium bright yellow, not even golden yellow. Note the very large size of the flag, and the detail differences against Jaume’s image, notably the crest wreath, which is closed on the photo.

It is yellow, not golden/buff, and it is the city (district) municipal flag (municipalidad districtal), not the regional flag.

Tacna Flag Procession

The Culture National Institute ("Instituto Nacional de Cultura", INC) has proclaimed on 24 August 2009 the Tacna Flag Procession "Cultural Heritage of the Nation" ("Patrimonio Cultural de la Nación").
The Flag Procession takes place in Tacna every 28 August to recall the reincorporation of the region of Tacna on 28 August 1929, ending three decades of Chilean occupation caused by the Pacific War that opposed Peru and Bolivia to Chile in 1879-1883.
The first Flag Procession occurred in Tacna, under Chilean occupation, on 28 July 1901, when thousands inhabitants of the town rallied in the streets with the Peruvian flag, "without patriotic mottos and anti-Chilean hate". After this act, Tacna was awarded the title of "Ciudad Heroica" (Heroic Town).
