Description of the flag

This one has been waiting to be reported long ago: A green flag with the emblem of the Portuguese Customs, normally conspicuous (I never saw it hoisted on a pole, and I searched), but well known, when used to drape seized smuggled wares for photos to be released to the media. The emblem shows the Portuguese lesser arms as depicted here on a white five-pointed star, itself on a blue cogwheel, surrounded by a oak branch and sheaf of wheat ears , and a white scroll reading "ALFÂNDEGA" (customs) in black capitals.
This doesn't seem to be the flag of any entity, nor the previous Guarda Fiscal not the current Customs Section of G.N.R.. What it is exactly, I don't know yet - but here' it is.
