It is a typical Portuguese communal flag, with the coat of arms centred on a plain red field.

Coat of arms

Shield Or with base wavy of Azure and Argent, a dragon rampant Gules, surrounded by five cobblestones Sable, ordered 2:2:1. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "RANS - PENAFIEL".
Meaning:
The dragon is a rare attribute of St. Michael of Rans, the local patron saint. The cobblestones are representing the well-known local paviours. The base wavy is simbolizing Cavalum River.
