It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of red and white.

Coat of Arms

Shield Argent, issuant from a base wavy of Vert and Argent, the barrulets Argent charged with three fish Gules ordered 2:1, issuant from base a rock Sable and on its top a cormorant statant Sable with spread wings. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case serifed letters "FREGUESIA DE PENICHE".
Meaning:
The shield is silver due to the local adoration of Our Lady of Help, Our Lady of Good Journey and Our Lady of the Remedies. The rock is a representation of the so called "Ship of Ravens", probably cormorants are meant, a breeding place of those birds. The rock is connected with the cormorant. Many birds of this species live in the nature reservation of Berlengas. The base wavy with green waves is a representation of the Atlantic Ocean. The fish are not only alluding to the above mentioned reservation but also to the importance of fishery as main business line.

Shield Azure, two doves respectant Argent, armed and eyed Gules, in base an open-worked fence Argent, in central chief a Marian crown Or. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "PENICHE - CONCEIÇÃO".
Meaning:
The crown is an attribute of Our Lady of Immaculate Conception, the local patron saint.

Coat of Arms

Shield Azure with base wavy of Argent and Vert, an impending lighthouse Argent garnished Sable, flanked in chief by two Spanish turrets of the same. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "PENICHE - S. PEDRO".
Meaning:
The lighthouse is representing Farol Cabo Carvoeiro, the wavy base the Atlantic Ocean. The turrets are representing the local fortress, protecting the passage to the port.
