About the flag

A slightly greenish dark blue flag with a white clockwork cogwheel (?) fretted with two golden arrows poining upwards and set per saltire under what looks like the astronomical symbol for Uranus (but with rings instead of arrowheads and two more unconnected rings between these), also golden. All devices lined in black, the whole motif centered on the hoist side square area (overall ratio of the flag: 2:3). The coat of arms is azure with the same exactly the same arrangement centered on the shield.

Read instead Uranus, not Neptune (whose emblem shows rather on the flag of Barbados ), and the «slightly greenish dark blue» color turns out to be given in the law as «_синего цвета_», _i.e._, (plain) blue color — the same color as the Russian national flag.
