According to the Thai Ministry of Interior in 2000, the flag of Phatthalung province is horizontally divided yellow / purple / yellow (1:2:1) with the provincial seal in the center, including a red garuda and the name of the province in black on a yellow label.
The provincial flag can be seen on the provincial website http://www.phatthalung.go.th/emblem.php

According to Thai vexillologists Phanuwit Woonchoom and Suttipong Phuensaen, the current flag used by Phatthalung Province is the provincial seal on a purple and gold tribar. The purple is 1/2th the hoist and the gold bands on the top and bottom equal to 1/4th of the hoist.

Erroneous Flag

[Phatthalung Province (Thailand)] 2:3; image by Zachary Harden and Phanuwit Woonchoom, 26 December 2018

According to Thai vexillologists Phanuwit Woonchoom and Suttipong Phuensaen, a 2004 PDF released by the Ministry of Culture shows the flag Phatthalung Province is the provincial seal on a purple and gold bicolor. While flag like this do exist, it is very rare and a misinterpretation of legal/descriptive texts about the provincial flag.
