[Taiwan masthead pennant] image located by William Garrison, 27 December 2023

A naval commission pennant flag of the "Republic of China" (Taiwan); c. late 1940s. In this photo this pennant has "RCS TAI CHONG" written on it, also may have been spelled as "Taicang". The Taicang was formerly the USS Bostwick until it was purchased from the United States of America by the Republic of China Navy (Kuomingtang , formerly Tongmenghui). Used during the Chinese civil war against the Chinese Communist Party. When the nationalist Republic of China were defeated, they fled to Taiwan aboard the Taicang.
William Garrison, 27 December 2023

The way the pennant was used and how the fly end is shredded, it is a (well used) masthead pennant.
