Background

A naval militia in the United States is a reserve military organization administered under the authority of a state government. It is often composed of Navy, Marine Corps, and Coast Guard reservists, retirees and volunteers. Naval militia are active in Alaska, New York, Ohio, South Carolina, Texas and Virginia, but authorized in most other coastal states.

This broad pennant is no longer in use (white rank flags with blue stars, for naval flag officers with limited command, are now used). Image as shown in National Geographic Magazine 1917.
