I came across the flag of Coconino County at,_Arizona, and on a second website I found it being used along with the flag of the United States, Flagstaff (its county seat), and Arizona (

On this paywalled digitally archived edition of the Arizona Daily Sun, it says that on February 19, 1991 during Coconino County Centennial Day, the county flag was first raised probably some minutes after 12:17 p.m. when the council members left for the raising of the flag held at the front courthouse stairs. The centennial logo was designed by Dina Derker, of course depicting a ribbon with the year of foundation and centennial year.

The seal of Coconino County was drafted by Frank Yarborough, a member of the Engineering Department of Coconino County, who seems to have lived in Williams then Flagstaff. I am unable to find any further information including on the design, but based on newspaper records of his name, I will say it was designed anywhere between 1955 to 1970. The design of course, depicts the scenery of the county.
