Overview

The Executive Office of the President (EOP) consists of the immediate staff of the President of the United States, as well as multiple levels of support staff reporting to the President. The EOP is headed by the White House Chief of Staff. It was created in 1939 and has grown to include an array of policy experts in various fields".

Various councils exist within the EOP: Council of Economic Advisers, Council on Environmental Quality or others. On an image at williamloiry.com/workphotos.html (fifth image down) is an example. Based on the seal on the wall behind Loiry -- which is the seal of the Council on Environmental Quality with the EOP -- the flag is that of the Council on Environmental Quality. The seal is based on the US Great Seal Obverse side instead of the President's seal (en.wikipedia.org/wiki/File:US-GreatSeal-Obverse.svg). The outer ring on the seal with "Executive Office of the President" and the similar nature of the two seal makes it easy to mistake the two.
