The flag of Panama City (as well as that of Panama City Beach) is the red on white saltire of the state of Florida with the city seal in place of the state seal. I couldn't get the gif to render the colors exact, but here is an approximation of the Panama City Flag - you only really see it at city commission meetings, but it does exist.
Here also are links to images of the city seals. Not good, but I'm trying to get something better.
