Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

Archived copies of the pages about Fremont County are still at*/ and*/ It is a ~3:5 plain dark and light (white?) vertical unequal triband with an emblem on the middle panel. The ratios of the three panels seem to match those of the state flag. The emblem shows a road seen from ahead (or a pyramid?) between two trees and lettering reading "Fremont County" arched above and "Chautauqua" arched below, set in black (?) serif capitals.

The triband colours are confirmed by the booklet [u9s03b] (page 5: 4th photo of the 1st row): Iowa triband in 3:5 ratio with black and white emblem on the central panel. The emblem is now see to be in fact the roof of a gazebo, supported by nine white (visible) pillars, delimiting five archways and two smaller doorways. (I could not find any info about this particular landmark.)
